No other engine defines this function, so it is an observable difference
of our engine. This traces back to the earliest days of LibJS.
We now define `gc` in just the test-js and test262 runners.

should only annotate the minimum number of symbols that external
consumers actually use, so I am starting from scratch to do that
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:
* JS::NonnullGCPtr -> GC::Ref
* JS::GCPtr -> GC::Ptr
* JS::HeapFunction -> GC::Function
* JS::CellImpl -> GC::Cell
* JS::Handle -> GC::Root
