When a table row (or its group) is set to collapse, the row takes up no
vertical space in the layout.
We have to account for this in multiple places, so I've cached whether a
row is collapsed in the TableGrid::Row.
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:
* JS::NonnullGCPtr -> GC::Ref
* JS::GCPtr -> GC::Ptr
* JS::HeapFunction -> GC::Function
* JS::CellImpl -> GC::Cell
* JS::Handle -> GC::Root
