Previously, the LibWeb bindings generator would output multiple per
interface files like Prototype/Constructor/Namespace/GlobalMixin
depending on the contents of that IDL file.
This complicates the build system as it means that it does not know
what files will be generated without knowledge of the contents of that
IDL file.
Instead, for each IDL file only generate a single Bindings/<IDLFile>.h
and Bindings/<IDLFile>.cpp.
Use WebIDL::set_prototype_from_new_target() in the handwritten Audio,
Image, and Option legacy factory constructors so subclassed
construction uses the correct prototype.
This corresponds to step 1.6 of:

Prevents observably calling Trusted Types, which can run arbitrary JS,
cause crashes due to use of MUST and allow arbitrary JS to modify
internal elements.
The fast path of to_i32() can be neatly inlined everywhere, and we still
have to_i32_slow_case() for non-trivial conversions.
For to_u32(), it really can just be implemented as a static cast to i32!
Resulting in a massive rename across almost everywhere! Alongside the
namespace change, we now have the following names:
* JS::NonnullGCPtr -> GC::Ref
* JS::GCPtr -> GC::Ptr
* JS::HeapFunction -> GC::Function
* JS::CellImpl -> GC::Cell
* JS::Handle -> GC::Root
