fe3c6a1f9f Tests: Import WPT custom-elements/registries tests 
Includes reimporting the test we already had, which has changed
significantly.

Most of these fail, but importing them now to track progress.

8d6ce39a9b Tests/LibWeb: Support test-web echo server in get-host-info.sub.js 
Make some local file edits to get-host-info.sub.js such that
get_host_info() refers to the echo server through localhost,
and the cross origin server through 127.0.0.1.

This allows many imported WPT tests using this function work
correctly (if loaded from the echo HTTP server).

84db5d8c1c Meta+test-web: Support per-test .headers files 
If a test requires custom response headers, we now serve it via the
http-test-server, which will read the headers file and add them to the
response.

e442aa6e10 LibWeb: Ensure parser cannot change the mode is handled 
This fixes at least 1 wpt bug where text/plain documents are rendered in
quirks mode. The test in question: https://wpt.live/html/browsers/browsing-the-web/read-text/load-text-plain.html

b0e79ce549 Tests: Import all WPT css/css-nesting tests 
A few are skipped for now:
- A few ref tests fail
- Crash tests are not supported by our runner and time out
- top-level-is-scope.html crashes and needs further investigation

969ee0f3e0 LibJS: Make DataView::byte_offset() return u32 
This fixes structured serialization of DataView. It was expected
to be uniform with TypedArray, which returns u32 for byte_offset().

This was covered by a number of WPT infrastructure tests, which this
commit also imports.
