This API will always succeed in creating a String representing the
provided number in base-10.

Previously, the list was copied when constructing the FormData object,
then the original list was passed to the event, meaning any changes to
the list that happened within the event would not be reflected outside
of it.

This mainly uses forward declarations as appropriate for input element
related files. This reduces the number of targets being built when we
change HTMLInputElement.h from 430 to 44.

This is required to upload files to GitHub. Unfortunately, this is not
currently testable with our test infrastructure. This path is only hit
from HTTP/S uploads, whereas all of our tests are limited to file://.
We were unconditionally creating new File objects for all Blob-type
values passed to `FormData.append`. We should only do so if the value is
not already a File object (or if the `filename` attribute is present).
We must also carry MIME type information forward from the underlying
Blob object.
When an <input type=image> button is clicked, we now send the (x,y)
coordinates of the click event (relative to the image) along with the
form submission data.
Regarding the text test, we can currently only test this feature with
dialogs. The headless-browser test infrastructure cannot yet handle the
resulting navigation that would occur if we were to test with normal
form submission.
HTMLFormElement::elements is not the correct filter for submittable
elements. It includes non-submittable elements (HTMLObjectElement) and
also excludes submittable elements (HTMLInputElements in the "image"
type state, "for historical reasons").
This commit un-deprecates DeprecatedString, and repurposes it as a byte
string.
As the null state has already been removed, there are no other
particularly hairy blockers in repurposing this type as a byte string
(what it _really_ is).

And dealing with the fallout of doing so. I am not 100% sure that it is
safe for us to be treating Strings in the value sanitization algorithm
in all cases as if they are ASCII, but this commit does not change any
existing behaviour there.
In particular:
- Don't include none submitter buttons.
- Use type_state() instead type() to avoid direct string comparisons
- Support the hidden _charset_ input
- Get form associated element's value directly instead of via the value
attribute
- Split line break normalization into a separate function so that it
can also be used by form submission.
This makes use of the new [UseNewAKString] extended attribute. Using
Vector storage will make it easier to make this interface into an IDL
iterable. It seems the reason it didn't use Vector originally was due
to awkward DeprecatedString -> String conversions.
