Elie Habib 9d0aafd98c fix: health endpoint returns HEALTHY when only on-demand keys are empty (#1497) ...

EMPTY_ON_DEMAND warnings (keys populated on first RPC request) were
counting toward the overall status, keeping it at WARNING permanently.
Now only real warnings (stale seeds, empty bootstrap keys) affect the
overall status. On-demand empties still appear in the summary and
problems list for visibility.
