docs: switch EE licensing to FSL-1.1-MIT (#1416)
Replace the old commercial EE terms with the new Functional Source License so the enterprise licensing model is explicit and time-bounded. Clarify the root license reference to the EE directory so readers can find the governing terms quickly. Co-authored-by: src-opn <src-opn@users.noreply.github.com>
