Timothy Flynn e1850a0580 LibJS: Port Intl.Segmenter to the Segmenter API
(cherry picked from commit 14071c52f94e3f7149ee60325ae855afdd94d088;
amended to tweak commit message and Intl/Segmenter.h to not say
"ICU", and undid FIXME removal in Segmenter.prototype.segment.js
since these checks still fail in serenity)
