script: Implement HTMLMarqueeElement type (#43610)

This adds the WebIDl and implementation for the HTMLMarqueeElement type.

The `<marquee>` HTML is now assigned this type.

None of the contained properties or methods are implemented yet.

Testing: Existing WPTs
