Optimize assets, again (#41163)

Turns out we can squeeze a bit more out of rippy.png, as well as a
single byte off the big logo with a few new tricks I found.

This PR also converts the new kebab menu icon in the Android app to webp
like all the others, for another 3kb saved.

Testing: Manual.
