script: Move CSS DOM interfaces to script/dom/css/ (#40241)

Moves interfaces defined by the CSS spec to the `script/dom/css/` module
from `script/dom/`.

Testing: Just a refactor shouldn't need any testing
Fixes: Partially #38901
