Euclid Ye	624e9b49e1	css: Enable registered custom properties with CSSOM but stay unanimatable (#42136) ... Many websites use Tailwind CSS script which utilizes registered custom properties. This PR makes such websites look as expected, such as #42129. WaterWhisperer	d5baab2bfc	script: Move CSS DOM interfaces to script/dom/css/ (#40241) ... Moves interfaces defined by the CSS spec to the `script/dom/css/` module from `script/dom/`.
