These three methods date back from the very early history of Servo and
are no longer necessary:
1. `Window.debug`: `console.log` is a better replacement for this method
now. A manual test that tests the very basics of JavaScript used
this. This test is removed as well.
2. `Window.gc`: This can be replaced with `TestUtils.gc`, which is part
of a W3C specification.
3. `Window.js_backtrace`: This method is moved to `ServoTestUtils`.
Testing: Tests are updated to reflect these changes.

Add placeholder implementation of DOM `VisualViewport` according to the
spec https://drafts.csswg.org/cssom-view/#visualviewport. This is the
first step of implementing the interface and syncing it with the
`PinchZoom` struct that we had in the `Embedder`.
Since this interface's is not accurate and couldn't fulfill it's
purpose, it would be gated behind a preference
`dom_visual_viewport_enabled` and would be open after the interface had
been integrated with `PinchZoom`, viewport resizing, and viewport
scroll.
Testing: Existing WPT Test.

We were relying on `fn WebdriverWindow` to report `NoSuchWindow` during
script execution, regardless of the fact that it is never `Fallible`. I
was really hoping to refactor this to return `Fallible` to reduce one
RTT of IPC, but there is no easy way to convert between DOM exception
56b806b129/components/script_bindings/error.rs (L15)
and JavaScriptEvaluationError
56b806b129/components/shared/embedder/lib.rs (L1092).
We also migrate `element.rs` to `script_argument_extraction.rs` to
reflect the true purpose of the file.
Testing: 10 new subtests passing.

In #38745, we changed the id of Frame and Window as the result of
`ToString` trait. This PR
- adapts the parsing of frame/window accordingly.
- for frame, return the
[WindowProxy](https://developer.mozilla.org/en-US/docs/Web/API/WindowProxy)
object of the iframe as it's supposed to do.

These changes allow test_dom_token_list from
/execute_script/collections.py to pass, and various tests in
/execute_script/arguments.py to expose new failures.
Testing: Not run in CI yet, but verified results from
tests/wpt/tests/webdriver/tests/classic/{execute_script,execute_async_script}
locally.

These changes make us match Gecko's setup for how Window and non-Window
globals are initialized. Since Window globals are much more common than
Worker globals, using lazy interface definitions can be a useful memory
optimization at the expense of increased complexity for property
lookups.
Also adds the MayResolve hook for all globals, which is an optimization
for the JIT to avoid calling resolve hooks unnecessarily.
Testing: Existing test coverage on global interfaces should suffice.
