39291715c4 Fix main frame scrolling in quirks mode after WebRender (#30375) 
Main frame scrolling after the WebRender upgrade was broken because the
main frame no longer has content size content bounds and quirks mode
leads to a body with zero height.

Fixes #30368.

d4b5fc1f65 Make Layout 2013 style a superset of Layout 2020 style 
This is the first step toward removing the compile-time difference in
style between Layout 2020 and Layout 2013.

f4578afdfe Rename metadata directories 
This renames:
 - `tests/wpt/metadata` → `tests/wpt/meta-legacy-layout`
 - `tests/wpt/metadata-layout-2020` → `tests/wpt/meta`
 - `tests/wpt/mozilla/meta` → `tests/wpt/mozilla/meta-legacy-layout`
 - `tests/wpt/mozilla/meta-layout-2020` → `tests/wpt/mozilla/meta`
