Allow Request's Headers to be created with various objects

While Headers could be constructed correctly with an array or
object (open ended dictionary/MozMap), Request's Headers failed to be
created with non-Headers object (such as array or open ended
dictionary/MozMap).
Before, Request's Headers could be filled with only a Headers object in
Step 28. This has been expanded to accommodate array and open ended
dictionary.
Step 29 empties the Request's Headers list after it had been filled in
Step 28, thus resulting in an empty Headers object when it shouldn't
be. This step has been removed with a comment in this commit.
If a RequestInit Headers is _not_ given, but a RequestInfo Headers is
given, RequestInfo Headers should be used to construct Request
Headers. That step has been added after Step 31.
Corresponding wpt result is updated in this commit.

Network Security : Implement StrictOrigin and StrictOriginWhenCrossOr…
This pull request contains commit implementing initial steps for Improving Network Security project. As part of initial steps referer policy enums for strict-origin and strict-origin-when-cross-origin have been added to [hyper](https://github.com/hyperium/hyper/pull/943). Unit tests and additional logic has been added to handle these policies. Since enum changes are available on hyper version 0.9.11. We had to update hyper version to 0.9.11.
Hyper 0.9.11 depends on num_cpus 1.1.0. To avoid different version of num_cpus. We have updated rayon version from 0.4.0 to 0.4.3. Cargo.toml of util, style, geckolib, stylo component has been updated to use num_cpus version 1.1.0 instead of 0.2.2.

Referer policy strict-origin and strict-origin-when-cross-origin changes have been implemented. Relevant unit test cases have been added. Enum for RefererPolicy has been added to hyper codebase and v 0.9.11 of hyper contains these changes.
This commit also contains changes related to upgrade of hyper from v0.9.10 to v0.9.11. Other dependencies changed are rayon, utils, num_cpus.

These tests all used to fail overall, and have notes about which
subtests were failing so that an overall failure could still show up
as no regressions. Since then, all of the subtests have been fixed,
and their overall statuses updated, but we can also garbage collect
the subtests at this point.
This was produced by doing ./mach update --ignore-existing from a
webgl conformance run, and pulling out everything that completely
removed a file that didn't have expected overall failure.
webgl: Add basic support for framebuffer attachments
This is by no means a complete implementation, but I've slowed down on working on it, so I think we should look at what it takes to merge the current code. There are some major features missing, like initializing renderbuffers to 0 (uninitialized memory leak), tracking the attachments' attributes (width/height/format) for parameter requests, and lots of missing glCheckFramebufferStatus() validation. On the other hand, this is enough to run some demos using FBOs.

This is part of general GL behavior: when an object is deleted, look
through the currently bound objects and detach the deleted object from
them. Detaching an object from an FBO causes it to need to be
re-checked for its status.
This is not a complete implementation yet: It doesn't clear the
contents of the renderbuffer on creation. However, Gecko's plan to
only clear renderbuffers when the first FBO using them is the
simplest.
Remove URL.domainToASCII and URL.domainToUnicode

We were checking to see if it was too big to be level 0, but we really
want to see if it's too big to be the given level.
This was the last remaining failure in texture-size-limit.html.
texture-size-limit.html is using a large array for all of its calls at
various sizes, and we were throwing errors on the calls that should
have passed.
Make Response's `Clone()` method to clone headers.

Issue 13363 - Fix spec for disabled scripting
The original spec for this PR was bad because it depended on the
DOM without scripting enabled to use Javascript to signal the test's
failure, so it could never fail.
Use an onerror handler on `window` where scripting is enabled, and
use an invalid string of JavaScript for the handler, to detect
whether or not the event handler is *really* being compiled or not.
Condense tests into a single HTML file
Yup, didn't even realize I could do that at the time.

wpt cookie path tests
Adds wpt tests for the cookie path attribute.
Notes:
* I included polyfills for fetch and promise to get tests running. Assuming these changes are OK, I'll remove them and add failure expectations so they don't get synced to w3c.
* I didn't work out a way to test sending cookies when the request and cookie paths exactly match (e.g. request path `/cookies/path/match-exact-page.sub.html` and cookie path `/cookies/path/match-exact-page.sub.html` will not send cookies to `/cookies/resources/echo-json.py`)
* test names could be clearer
* everything can be squashed to one commit

One lingering question I have is if [`CanvasPath`](https://html.spec.whatwg.org/multipage/scripting.html#canvaspath) needs to be added to `interfaces.worker.js` since it *is* exposed to the `Worker` environment. I tried adding it to the `interfaces.worker.js` list but it failed tests at https://github.com/servo/servo/blob/master/tests/wpt/mozilla/tests/mozilla/interfaces.js#L82
