eri 0ee2b03b40 devtools: Remove double optional from WebIDL (#43567) ...

Some values of the WebIDL were wrapped two types in nullable (from not
having `required` and having a `?`). Simplify that so we don't get
`Option<Option<...>>`.

Testing: Existing tests
