Gregory Terzian 5c68a717ab indexeddb: implement connection queue (#41500) ...

Implement the connection queue concept from
https://w3c.github.io/IndexedDB/#connection-queue, as well as the
related logic to abort open requests.

Testing: WPT tests.
Fixes: Part of https://github.com/servo/servo/issues/40983
