William Lee 6a7fb6cd2b Package macos/Linux builds under release/debug dirs 
This commit updates the 'mach package' command to generate output
under the target/release and target/debug directories when run on
macOS and Linux.

etc/ci/upload_nightly.sh has also been updated to upload packages from
the release/debug directories.

This directory contains various Python modules used to support servo development.

servo

servo-specific python code e.g. implementations of mach commands. This is the canonical repository for this code.

tidy

servo-tidy is used to check licenses, line lengths, whitespace, flake8 on Python files, lock file versions, and more.
