Euclid Ye 1eb5e96907 wpt/UT: Disable https_proxy for local tests (#42322) 
This helps buddies from MI5, MI6, NSA etc. to run tests behind proxy.

Testing: Tested locally behind proxy. For some reason, I already set
`127.0.0.1` and `localhost` in `no_proxy`, but it does not work.
Fixes: #42321

This directory contains various Python modules used to support servo development.

servo

servo-specific python code e.g. implementations of mach commands. This is the canonical repository for this code.

tidy

servo-tidy is used to check licenses, line lengths, whitespace, ruff on Python files, lock file versions, and more.

wpt

servo-wpt is a module with support scripts for running, importing, exporting, updating manifests, and updating expectations for WPT tests.
