Euclid Ye cc3f1a22d6 deps: Make bot update tokio-rs repository together (#41679) ...

Update
- tokio
- tokio-stream
- tokio-util

together and create the rule for bot. This avoids the duplicate effort
and potential downgrade of `windows-sys`.
