Narfinger c324141fb4 base: This cleans up some old unneeded ignore annotation for MallocSizeOf and updates some descriptions (#42483) ...

We implemented many more MallocSizeOf tests (even if some such as
channels are zero).
Meaning we can not ignore more of it making the code cleaner.
