Implement "getPublicKey" operations of ECDSA and ECDH. The steps are
implemented at the new submodule `ec_common` shared by ECDSA and ECDH.

To make the operations functioning, they are also registered at
`GetPublicKeyAlgorithm`.

Testing: Pass WPT tests that were expected to fail.
