Domenico Rizzo ddb31c180f script: Move GPUCommandBuffer drop logic to separate struct (#42511) ...

Moves the `Drop` implementation for `GPUCommandBuffer` to a separate
struct, `DroppableGPUCommandBuffer`. Updates bindings config to remove
`allowDropImpl` which is no longer needed.

Testing: No tests added
Fixes: Partially #26488
