Euclid Ye 6964956110 wpt: Disable proxy for test-wpt unless users know what they are doing (#41441) 
Nowadays Servo automatically loads system default proxy. It has enabled
my NSA colleagues to visit external networks without modifying transport
layer, whereas `test-wpt` has been failing after it.

We disable the proxy unless users know what they are doing.

Testing: Tested in different physical locations with different proxy
networks.
Fixes: #41440

This directory contains various Python modules used to support servo development.

servo

servo-specific python code e.g. implementations of mach commands. This is the canonical repository for this code.

tidy

servo-tidy is used to check licenses, line lengths, whitespace, ruff on Python files, lock file versions, and more.

wpt

servo-wpt is a module with support scripts for running, importing, exporting, updating manifests, and updating expectations for WPT tests.
