Enable by default the DOM "ImageBitmap" interface previously gated
behind
"dom.imagebitmap.enabled" preference as experimental web platform
feature.

NOTE: Non blocking non supported functionality:
- vector HTMImageElement, bitmap/vector SVGImageElement
- EXIF image orientation

Testing: Covered by existing WPT tests
